Yaakov is a Doctoral Candidate focusing on the relationship between an army's organizational culture and military effectiveness in conventional land operations. His main research revolves around how armies develop organizational cultures that predetermines their levels of military effectiveness by creating different ways of balancing their need to adapt to an uncertain combat environment and their need to have a stable internal environment. He currently assists the Ridgway Center for International Security and was co-designer of the Itoora Peace Game. Cesar holds and M.A. in Security Studies concentration in military operations from Georgetown University for which he was awarded a Fulbright scholarship. He has worked as a military and security analyst for different Ecuadorian government organizations such as the Office of the President of Ecuador, Armed Forces of Ecuador Maritime Operational Command, and the Ministry of Foreign Relations of Ecuador.
